      Hi Cian,

I live in Castlerosse in Baldoyle and I’m wondering why there is not an entrance from Castlerosse to the park in the Coast/Red Arches for pedestrian/cyclist/dog-walking access to the playing fields and playground. There should also be provision for access from the end of Castlerosse Drive to Admiral Park, that would ensure an easier and more pleasant walk to the Willie Nolan Road and up to the Coastal walk towards Sutton or Portmarnock. I know from talking to neighbours that this is very much wanted in the area. I have heard that there are some plans in motion to provide these two access routes and would be very grateful if you could let me know the progress and when/if they are planned to be opened for all the residents of these estates.

      Kind regards

      Susan Parkhill

      Hi Cian

I notice this question is nearly a year old and has appears to be without a response. I also live in the Castlerosse area and would be interested to know the answers to Susan’s questions.

I understand that because Red Arches is managed by a private agency there may be some delay to connecting the two areas, but the connection would create a far faster route from Castlerosse through to Clongriffin DART. It would be great if you could provide an outline of any plans and when they might come to fruition.

      Thanks
      Ben

        Hi Ben,

        Thanks for the question.

There is a long history regarding the lack of pedestrian access from Castlerosse to the new Racecourse Park and the Grange Road. In short the reason there is no access at present is because a significant number of local residents objected to its provision.

However following a public consultation process in 2006 the Council is now going to provide a gate from Castlerosse that will allow for pedestrian access to the park and the Grange Road. A number of local residents are oppossed to this gate being opened. It is not yet determined whether or not the gate will be opened or how any decision to open it will be made or by who. The 2006 decision to install a gate simply states that it can be opened subject to the agreement of residents, without specifying which local residents, how many etc.

Below is an email that I and other local councillors received about this a few weeks ago. I circulated it to residents of Castlerosse that I had an email address for. I’ve sought clarification on this since and not received any (indeed I sought clarification several times on this over the last 12 months and not received any response).

If I hear anything else I will let you and other local residents know by email.

        All the best,

        Cian

        Dear Councillor,

I refer to the works which have been carried out between Castlerosse View and Admiral Park open space. As you are aware local objections were raised during the course of construction to the proposed entrance gate at the end of Castlerosse View. We suspended the works pending the outcome of a review.

This project went through a public consultation process (Part XI) and was approved by the Council. Following the suspension of the works we have received unsolicited representations from residents in Castlerosse. There are 50 houses in Castlerosse View which are nearest the proposed gate. 23 are in favour of the proposed gate. Six are not in favour of the proposed gate. In addition, four houses from Castlerosse Crescent have also indicated that they are in favour of the proposed gate.

Although we have not formally carried out a second public consultation process in relation to this aspect of the works one might reasonably conclude that the results of such a consultation might be similar to the unsolicited representations already received. Indeed, it is likely that residents who are opposed to the gate are more likely to make their views known.

In light of this, it is now proposed to proceed with the works as originally approved. If you have a concern with this I would appreciate if you could let me or Gemma Carr know by 12th August 2011. I will be on annual leave until then and will follow this matter up upon my return.

        Kind regards,

        Brendan Fleming.
